Long past time for a constitutional convention to add in that the SCOTUS can never be expanded and set term limits for them and all of congress and limit their pension to the same SS check as everyone else. No more pension the day they leave congress. Only after age 65. NO free medical care. These two things alone would fix a lot of the DC mess.

If it is on the up and up, and not an artificial "stacking", then why not change the number to 11? Oh! Because that would no allow Biden to appoint enough that lean his way to change the majority.
