There are other species they can exploit. They will be fine. I hope whatever they do works and the trout can get back to the way they were in the stories I hear the old timers tell.

Haha, you think people are going to pay big bucks to catch sheepshead and gafftop? I know a full time guide from S. Texas who had to go and get a real job after they reduced the limit to three a couple years ago, because, low and behold, people like to catch a mess of fish. He was one of the ones who pushed for it last time, and he was all over Facebook crying that he wasn't booked.

There's already a ton that have switched over to drum and redfish. Still seeing plenty of clients out there! There will be some lost business from guys that just want to chase trout.

The economics aren't very great for anyone doing the math on the cost of a guided trip per pound, even if the limit was 25 trout. I've been going on 5-fish flounder trips for years, and sometimes 2-fish trips. It isn't the bag of fillets that makes the trip.
Any guide struggling should expand his horizons beyond chunking croaker. I fished Port Mansfield with a guide last year and our group of 4 caught over 100 keepers on one wade, all on artificial, all released. And not one sheep or gafftop. You can catch a mess of fish without killing them all.
I’m ok with it myself. If this results in less traffic on the water that’s a good thing! I bet 75% of the folks mad about 3 fish limit have a few bags of freeze burnt fish in the freezer now. I suspect some guides will be impacted negatively. Bait shops gonna suffer, no need for 4 guys to buy 50-100 croaker to catch 9 slot trout.
Will definitely put more pressure on other species that may suffer population decline due to added pressure. I'm glad I live on the coast and don't drive 4-6 hours for 3 fish.
