Remember, at least for Perry there's no election this year so he just goes along to get along.
There are way more gun friendly states than Texas.

The original bill filed in January said:
"....and intentionally displays the handgun in plain view of another person in a public place in a manner calculated to cause alarm....".
So as long as you were not shown to carry openly to try to alarm people (the current law on carrying long guns has the same phrase) then open carry would have been legal.
In the final version that passed, the phrase "in a manner calculated to cause alarm" was struck.
