I think the controversy is whether the original drawing is the teachers or the students answering the question. If it is the teacher's then the answer is 17. if there was no drawing and only the wording of the question then Straydog and RS3 are correct. Just reading the words and not looking at the picture, my answer is 63.

My point is when you give an angular measurement it is relative to some reference frame. (i.e. Vertical line, and + angles are counter clockwise)
If a reference frame isn't established there are multiple solutions.

The little right angle symbol they are showing you in the problem assumes it's a right angle and is based off 90°.....so we know ABC is 40 and DBC is 23....if ABD + DBC = ABC, it's safe to assume that ABC (40) - CBD (23) = ABD (17)....basing it off of a right angle.
Now I have a headache......
