Definitely an older deer. Ears continually grow, so being that he is a mature deer, his ears are probably wider than 13".

I'm going to say no. I have shot deer that look like that. They usually tape out at around 12"

I think because of the body size and ear length he will go 15 outside and 13 to 13.5 inside.
