guess it's like flicking cigarette butts out the window...
my concern is really with the drainage.....it would be yours as well when those storm drains are needed...then they back up and flood a house because of the obstructions that have gathered inside or at the spillway...seen it happen....
I blow mine into the street too (actually my kids do it). It's gone in a matter of hours, as the heat on the asphalt dries it to nothing and it blows away pretty quickly. I figure that is more "eco-friendly" than putting it in a plastic bag and sending it to the landfill.
Yea by doing this they just go into the drainage system and can clog it up on a heavy storm. I am guilty of it to when my oaks start dropping all the leaves and catkins. but once thats over i usually bag or just mulch if it isnt to high.
I'm with Black on this one. Not cool to put your trash clippings off on someone else. I agree that there are certainly bigger problems in life to worry about but just the same it doesn't make it ok. Just my humble opinion.

One of the advantages of living i na tiny city with no storm drains. Heck most of streets didn't even have ditches.
your clippings will still end up in your rivers and streams regardless of whether or not you have storm drains, which is why the rule was set in place. it's to prevent the increase of nitrates and dissolved organic carbon in the surface water.
