You can't kill old deer if you cull all the young ones.

      2yr old buck:

Pros: outstanding width - decent length on tines - good beams - nice mass

      Cons: no brow tines

his "Pros" have a lot more to do with him scoring well in the future than his 1 "Con" does - He would be on the DO NOT SHOOT list

I agree fully. He will definitely keep growing in all the other categories as he ages. If I were to take a guess I'd say at some point he will have brow tines, although they will likely be weak. Even if he doesn't grow them you will still have a nice buck when he is mature. What he lacks in brow tines, he makes up for everywhere else.

I'd leave him on the, not enough age to determine, list.

                      Yep

Screw brow tines. That's minimal amount of inches on most deer

Let that frame get some age on it

What percentage of an average book deer's score actually comes from the brow tines? Not saying this deer is a future book deer. But frame and other tines are way more important in the grand scheme.

Are you managing an enclosed deer herd? If yes, then he might be a candidate. Depending on your herd populations characteristics he may be considered a "management" deer. He is not a cull deer. I personally would give him one more year -
