Good advice on not letting fall into the wrong hands. Nothing is written down….ever. It is memorized, rehearsed etc. Then you change it again and again and again. Never duplicating the pattern or channel sets.
I would also designate decoys to draw attention away from main lines of operational messaging. Do not pattern it like your normal coms exactly but just close enough to blend in because THEY WILL PICK IT UP, but you want them chasing their tails in the wrong direction and code patterns.
Create redundancy in the coms chain. Secondary can be a made up series of mic breaks and checks. Picture it as your own version of Morse Code that changes repeatedly as well.

So, the government blocks internet so people cannot take pictures and send news to International News Agencies and communicate with each other around the country to organize demonstrations and other activities. So I want to see what other ways I can help people communicate when there is no internet.

Have you considered the internet satellite receivers like starlink? I have heard on multiple occasions that Starlink was made available for folks in Iran. Obviously, they would require receivers.
I'm not for sure but I heard the Signal app can be used for secure communication.

Yes, Elon Musk has been helping with sending Starlink but they need hardware which is very expensive and is needed all over the country to help a large number of people and also which is not always available and or can be found and confiscated.

While the equipment is expensive, the part about being confiscated can be mitigated. by creating a self contained unit that can be set up, turned on and upload necessary info. Think about something like a pelican case that can have a rechargeable power pack and everything needed to set up a connection. Once done with the upload, system is shut down and equipment moved.
This would only address the getting information out part. The point to point or person to person comms are going to be way more challenging IMHO. Wilkie’s as have already been suggested are probably their best bet. I believe the Iranian GOV probably has all types of surveillance capabilities on the cellular networks.
I remember your post several months ago. Not effecting my life or my family it has not been on my mind until seeing this post. It raises so many questions for me.
Why do Iranian citizens need to get this story to the world? Why are our journalists not bringing it to me daily or at least weekly on the news? It’s as if the story is being suppressed, especially for a country that has been so involved and financially interested in the stability of the Middle East for so many decades.
If you decide on a viable communication system how would you get them in country to the correct organizations without them being confiscated by the government?
