Man lying down with hands up shot by cops

Man lying down with hands up shot by cops
Charles Kinsey said he was lying in the middle of the street with his arms raised high when police shot him in the leg.

What do you guys make of this? I'm not putting down the cop. We all make mistakes. Just wondering what would cause this. Maybe accidental discharge? Once the situation was determined (counselor and disturbed patient) why did they actually need to have guns on them?

Again, THIS IS NOT A COP BASHING THREAD! I'm just interested in your take. LEO please chime in. He is on administrative leave pending an investigation so I'm sure it'll all be discussed in detail and more information will be forthcoming.

Don't know...they do not show the actual shooting & you only have one side of the story.

It sure looks bad for PD with the limited info though...I would almost vote accidental discharge & lucky to be alive. He may end up a rich man over this.

Bad deal & at the worst possible time...why don't they show the shooting I wonder??

Kudos for the guy that got shot in how he appears to be handling the situation. Shooter should be fired and charged at the least.

On edit. I wonder when this took place?

If in the the last few days, as a police officer I would have a touchy trigger finger also (though I know that is not an excuse)

I think accidental discharge most likely. Be interesting to see if more video comes out. Glad for man who was shot that it was in the leg and not more serious.

Makes me wonder if the target was the guy refusing orders to lay down with something in his hand. We know now he is a mental patient with a toy truck but the officers are responding to call with a man with a gun. Will be interesting when all the facts come out.

If it was an accidental discharge, I would think his mistake/"negligence" would have to cost him his job and maybe his career as an officer. Not sure what charges would be filed or if the situation would warrant it.

With scopes on those rifles, wouldn't they be able to tell it was a toy truck and not a gun?

Looks like an ND, it happens, but it also ends careers. Glad he survived it.

Patrol guys don't have magnification on the rifle optics. All of ours are simple red dots.

I would guess accidental discharge; It don't make it right. You pull a loaded weapon and point it at someone in a high stress situation you better be well trained and on your A game!!

Ah, I see. Thanks for pointing that out. I mean about the red dot scopes. Forgot to add the quote.

Did the shooter have an angle to see his hands or just arm and shoulder movement, did the guy reach under his shirt we don't know and I really hate second guessing anyone with out all the facts.

How do you accidentally discharge a weapon 3 times???
