You will need to stay away from the windward side of any deeper water and or bays during the summer. The SE winds can come up and hit 20 mph, and any wind blowing over 10ft or deeper bay water will develop a serious 1-2.5 ft chop, short sets.
I run a flatsboat, which is low gunnel and very shallow draft, like a Jon Boat in a way. You will need to read wind and plan your trips accordingly keeping your transit free from open/deep bay waters. The challenge is running wide open bays to the opposite shoreline to hit the lee side. Early morning with lighter winds (if there is such a thing along the Texas coast), once it hits mid-day, those afternoon winds can generate whitecaps on these open water bodies.
Sticking close to spoil islands, and planning your routes with runs along the ICW, into sections that open up to fish, is one method.
Down in the Laguna, you can run the ICW (15 ft controlled depth), and both sides of the ICW are shallow flats, which do not allow wind driven swells to generate enough SEA HEIGHT, to pose problems on long runs down there.
The good thing about Rockport and Port Aransas, you can find areas where you have spoil islands, and shallow water, where you can run a full day in the windiest conditions safely and comfortably, with decent fishing opportunities. There will be crowds there, but you can find flats where you can setup and run long drifts covering miles of water.
Conn Brown Harbor - Aransas Pass - is protected enough, that if the winds are up, you can skirt the inside ICW between Rockport and Ingleside, and find expansive flats, that are shallow and do not generate a heavy chop.
St Charles Bay, Copano Bay, Nueces Bay, Redfish flats, Laguna Madre, Aransas Pass to Port Aransas causeway (flats and spoil islands across) - you can play wind in a shallow hulled boat, and catch fish.
Summer along the backside of PINs, near Bird Island Basin. No boats, wind is nil here, clear water. Ran the ICW into Nighthawk Bay (the N. End of PINS), and ran the lee side to here. About a mile across, over my boat in the Foreground, Kennedy Ranch and King Ranch shorelines. Early AM, that Ranch shoreline is a solid trout/redfish and at times Tarpon roam there.
Here's the King Ranch shoreline sunrise during an October morning. Tailing redfish was the scene for a bit - look for tails, motion and bait and watch for birds diving = get there but get there quietly and drift into them.
Water clarity - July with SE winds around 15 with gusts to 20 - Night Hawk Bay - lee side of PINS
ICW Upper Laguna Madre December left is Ranch shorelines and right PINs. You can run to Baffin and even if the winds come up, you will not generate heavy chop down here.

We fished a tournament up in the Matty area a few years ago. We caught a few in east Matty sucked it in west but we wore them out all along the intercoastal. Trout flounder and a ton of reds.
