It may not be a stupid law but the warden could just as easily instructed him to fill it out and wrote him a warning.
However I've noticed a warning is not something wardens do very often. They just aren't cut that way or their system doesn't allow for it.
First thing I did last night was cut and fill out. Tag and log.

What kind of people do you run with?? I kill a deer every 2 to 3 years. Been times forgot to fill out the back. Promise you, I'm not overharvesting or poaching. Poachers don't by liscenses.

Why write the ticket when it's clear the deer was not poached or taken illegally? How bout reminding him of the need to fill out the harvest log. That's just dumb!
