I don't know if it makes any difference, but these aren't swarming on a fence it looks like they are down in the water meter box
They LOVE water meter boxes. It's safe for them. One small entrance that they can defend. They will start making wax comb to fill with honey and brood (baby bees/larva) but the space will be way too small quickly. The meter reader will be surprised.
Meter boxes are a favorite but easy for a bee keeper to extract.
Yep, they've probably moved in and already started building a hive. I've removed 14 from water meters so far this year. Your county extension agent can probably give you the names of a few beekeepers in your area that will come get them.
Man that is a just a little outside my reach otherwise I'd come get them too! I did a removal from a water meter box here in S.A. in February and that hive is going gangbusters. Reach out to Central Texas Beekeepers Association via Facebook...there is a good mix of folks on there and I'm sure there are hobbyist beekeepers like myself (who are closer) that would love to come get 'em. There are others professional beeks on there that charge for removals but there is always someone looking for freebees
