Some neighbors are like that. I own a lawn service so my son and I start early when its cooler. I guess to make it nice for him you can play reveille at 0600 so he can move from Merica if he don't like it. Good luck.

This...9 am on weekends is more reasonable imo.
Most things seem to start or open around 9

I'm fine w/ 8:00 on most days. On sunday, I'd wait til probably 9ish before I got started. But, that's just my preference. Not saying you're wrong by starting at 8. If it were my neighbor were to start mowing at 8 and I was still in bed (which I usually am on Sunday because I get home from work until 4:30 am) I would not confront my neighbor. I'd just groan a bit and role back over and try to go back sleep. You might also check your city ordinances as they will usually have hours that you can begin mowing or construction.

Got a wooded lot on one side and on the other side, the wife works nights, so I'm not starting before 9 out of consideration for her. And, most times it is going to be 10 or later. Since I'm retired, my schedule is completely flexible so no sweat.
Might also want to check and see if your city has a noise ordinance--many do.
