It sounds like from the last bit in your OP that you expected him to refund you money, is that correct?
Did you specify to him that you wanted it dead on at 100 and paid him for that? Sure seems like you were looking for a reason to be offended or an excuse to get some money back.
As several have said before, bore sighting is probably only good for getting you on paper at 25 yards or so.
Just a note. I bore sight all mine at 50yds. Remove bolt put gun in a vise or on sandbags and eyeball down the barrel and thru the scope. Get them together and start sending rounds down range for final sight in.
This is what I do. Always with in a few inches. I’ll fire a three round group. Hold crosshairs dead center of bullseye and adjust crosshairs to center of group. And fire a three shot group. Usually it will be on. Maybe some small tweaks.

I took my rifle to a local gunsmith to get a screw extracted and scope mounted. The mounting included a boresight, and I was told it should be dead on at 100 already. I took this will a grain of salt, but figured I would at least be within 4-6 of my target when I got it to the range.
Fast forward a couple hours and I finally made it out to send a few rounds downrange at 100 yards. First two shots were not visible on the target, so on a whim I decided to aim at the very bottom of the target, which showed a shot 17 inches high and 7 inches left. So in conclusion, I feel like it was boresighted poorly, but not sure if the shop will do anything anyways. I finally got the scope where I wanted it, but it took more rounds than I liked to get it there.
What say the GS? I still have my target, but I know it's my word against theirs.

why you never take anyone's word. ALWAYS check your equipment before you go hunting.
Bore sighting is just a reference. Sometimes it may be dead nuts on and sometimes barely on a 4'x4' target. I boresight at 30 or so yds and shoot to get on paper. Will usually be close at this distance. Then back off to 100 and shoot at a 4x4 target. I can usually go from mounting a scope to dead on at 100 in under 5 shots.
This is something everyone who shoots/hunts should learn to do on their own. Super simple and saves a ton of time and money in ammo. I always hear about guys shooting a box or more getting a rifle sighted in. That blows my mind.
I would never pay someone to mount and bore sight my rifle. If the business I buy my rifle from offers to bore sight it for free, I would let them but I would still check it at 50 yards myself. I have seen far too many that get bore sighted and aren't even close.
If you do it right, you can take a rifle that has never been mounted with a scope and get sighted in at 100 yards within 5 shots every single time. As long as the scope adjustments are correct and there aren't any mechanical issues with the setup, sighting in a gun really is so much easier than people think.
1. Pull your bolt, line up your barrel at 50 yards with the target and then adjust your reticle to the rifle bore's point of aim
2. Take one shot at 50 yards
3. Measure how far off the shot was and adjust your reticle to shoot just high of your point of aim (Amount depends on the cartridge)
4. Move to 100 yards and shoot a round
5. Measure the distance from point of aim
6. Adjust reticle to zero
7. Shoot a 3 shot group to confirm and make any last adjustment needed
Another thing that using this method will do is teach you about whether your scope's turret adjustments are accurate or not. I figured out real quick that most budget scopes do not actually move the reticle 1/4 MOA at 100 yards like they advertise.
