Depends on how your chosen GS operates. Some will order the components based on your build spec sheet, whereas others have no problem if YOU buy all the components and deliver them to the GS.

Some smaller operations ( with 1-2 employees) don't have time to spend on the phone ordering and tracking down barrels, actions, triggers, etc.... Larger shops will order in bulk from the manufacturer and keep these items in inventory. GS's don't make $$ if the lathes aren't turning.

You can definitely do this but it likely won’t be cheaper in the long run. I have two defiance actions and love them. With your budget, you are wide open on the possibilities, Defiance and Proof barrel included.
Next is stock choice. I prefer Manners EH1 but McMillan also has great lighter weight stocks. Make sure to pillar bed whatever stock you choose.
For triggers, look at Triggertech or Jewell.
Muzzle brake: Piercision Muscle is hard to beat for larger magnums.
Bottom metal with detachable mags or BDL is your choice.
Scope and mount depend on preference of weight vs function. I like ATACRs but they are heavy. Vortex AMG are good lighter weight scopes.

I built my latest custom rifle off a Impact Precision action. Hands down the best action I've come across so far. Order a prefit barrel for it and you can spin it on yourself at home if you have a barrel vise, torque wrench, and action wrench. No wait time on a gunsmith.

Proof barrel and bix'n Andy tacsport triggers are my favorites too

700 action platform; very wise choice since there are lots of components based on the Rem 700 footprint.
… custom action will cost you $850 ~ $2000 depending on options
… FYI - there have been hundreds, if not thousands of accuracy World Records shot with the Rem 700 action. The action is proven and can be made to shoot with a right GS.

Barrel … matter of personal opinion
- CF $800
- S.S. match grade $365 (fluting + $125)
- threaded for brake $100 , muzzle brake installed $125
… barrel contour and twist will be based on desired rifle weight and bullets intended to shoot.

Cartridge …. your custom build, decide what YOU want

Stock …. pretty much unlimited options that will cost from $225 to $2000
- Manners, HS Precision, Grayboe, McMillan, chassis systems, the skies the limit.

Trigger … $100 to $350 , depends on your pocketbook and trigger quality

Cost … you can spend $1500 on a budget rifle (used 700 action) to $5500 for all the bells and whistles.
- fit, chamber, crown … ballpark $225
- pillar and glass bed … ballpark $250

GS… whoever YOU feel most comfortable with. I've built 50+ custom rifles and used GS's in all over the country. DON'T let geography decide your GS. Call a dozen GS's, discuss your build, ask lots questions, and be a sponge.

I own 6 custom rifles built by Kelbly's and will be building another soon.
That 300WSM rifle will shoot lights out. By looking at the pics, that is one of the first ATLAS actions built and is a bargain.
