    I followed the instructions exactly as written. If the instructions are wrong then that's fine. But even the lady from the ATF that I called this morning agreed with me.

    The instructions clearly say I am considered the manufacturer if I am building out a stripped lower.


    Edit: I guess the 4473 does say "firearm". My fault. But the instructions did say to put FMI if I was building out a receiver. Maybe they're wrong.

      And I understand that receivers are thought of as firearms because they are serialized and require a 4473, but they are in fact just recovers and sold as such. The 4473 classifies them as receivers, not longguns or handguns.


      It doesn't matter. It was already a serialized item. As the resident of the Whitehouse stated "you didn't build that".

      It should be a quick, easy fix. But if not, lesson learned.

      Guys there are TONS of resources out there to walk you through stuff like this.

          I used one of those resources. The instructions I followed were published by silencer shop who I would deem reputable.
