I don't like the washer idea... putting extra strain on the barrel/stock... bad juju... I'd try it shooting into your shoulder...
When you quit and come back does it come back to the first hit??
It really almost looks like bottom is cold clean bore... and then as the barrel heats and dirtys ups it is moving POI... Part of the reason I am not a proponent of over cleaning...

That rifle is a single shot break open action. When it's locked shut if you have any wiggle between barrel and receiver it will shoot all over the place.
I would suspect it needs a slightly larger hinge pin to tighten up the action.
Ask a gun smith that has worked on some single shots. What he thinks.

1st thing I would check is my fundamentas. Looks like a breathing issue to me. Are you shooting at the top or bottom of a breath? Pros and cons to each. I like to shoot at the bottom of a breath (at full exhale). This leaves my body in the same position each time I squeeze the trigger. Consistency is the key here. If shooting at the top of a breath (full lungs on inhale) you can actually be slightly different each time depending upon how large a breath you take between shots. Lay down behind your gun, get your natural point of aim and practice breathing. Between each shot, close your eyes, take a deep breath, exhale, & open your eyes. Are you still aimed at the same point you were before closing your eyes and taking that breath? If not, you natural point of aim needs to be adjusted. This is done by moving the body around, not by moving the gun with your arms/hands. Once you get the natural point of aim, and breathing consistency, try shooting a three round group and see what the results are. If you're sure your fundamentals are solid, then start looking into possible issues with your gun or ammo.

The first shot was closest to the bullseye, the second just above it. I adjusted the scope one inch down. Next shot was high and the last one is the lowest one.
