      Get a stock pack, like eagle industries. You won't lose bullets with it.

                  Look at Triad tactical stock pack.
                  U have the option to have loops on inside outside or both. I have a few of them. The one on my 300 win holds like 5 shells in looks and I have about 4 or 5 more shells in the bottom.

                      Go to a leather shop and get one made for the butt of the gun or one that goes on your belt. I had a belt slide made for 357 so i can just slide it on what ever belt i am wearing and not wear an old west gun belt. Shouldn't set you back to much and you will get what you want.

                        This is what I have been using with my Encore. It has a band on the back of it so you can put it on your belt or run your rifle sling through it. It is also small enough to just put in your pocket. Fieldline is the brand of mine. I think I picked it up at Academy or Walmart.

                                That is what dad always used on his Encore for calling coyotes. Sounds to me like you need a bigger cartridge that is tighter in the loops.
