Every state I apply to out west requires out of state applicant to purchase a non-resident license to participate in the draw. I dont understand why we cant do the same.

Sounds to me like TPWD is choosing to interpret that fair and equitable part how they want.

Then saying they’re only allowed to make what’s required to maintain the draw system sounds funky. License sales for the state wouldn’t go to the draw system, so as such they’re not making more money for the draw system for one. And how is charging more for out of state entries any different than charging more for the out of state license?

It’s not as cut and dry as they’re trying to make it seem. They could find the grey area, they just don’t care enough to want to or they don’t wanna hurt what sales they do have.

This is my main complaint about our draw system. Frustrating to say the least.
