There is no reason it can't be automated. You have a hard deadline. No reason the batch process can't kick off on the 2nd, send out the emails and update the database.

When I worked for the state we got files all the time from other agencies with an agreed timeframe. We automated our schedule based on the agreements. Worked just fine.
