I believe what is happening with the Chap could possibly be a combination of lack of interest from applicants with high loyalty points not applying due to the recent past history from that WMA, coupled with the point system being cubed for the past several years- in that a large sum of applicants that HAD higher averages of loyalty points have already been selected, therefore applicants with less loyalty points are finding themselves selected.
Explained in a little more detail:
High loyalty point groups have possibly elected not to apply to Chap due to past several years lack of quality game.
AND
Previous high loyalty point groups have already used those points and cashed them in elsewhere or the last few previous years.
AND
Groups/Applicants with less than "high" loyalty points make up the majority of the applicants, thus those groups with "DECENT" loyalty points have higher chances of being drawn.
This is all just my personal thoughts: I will be interested in knowing the total number of applicants this year in comparison to the last couple of years. There may be no decrease at all in the number of applicants, as I predict the amount of attention the TPWD draw hunts have received the past few years on social media has likely skyrocketed the number of applicants.
I think what we are seeing is old school applicants being more aware and conservative with their entries, and new school applicants flooding the draw and applying to everything possible. I think that used to be me infact(years ago)
Regardless- Congrats to those that have drawn. As I've said before on TBH, "Pay no mind to what other hunters have previously experienced or say about a particular WMA, that was there experience & NOT yours. There's too many variables that come into play on these hunts, weather, dates, compartments, skill level, preparation, research, time spent actually hunting (I've seen people waste more time than they actually spent hunting)"
I hope I am able to eat my words and see some TBHers post some south Texas brush country brutes in a few months.

Example, 10 hunters were drawn last year for X hunt, out of those 10 hunters the average preference point is x.
