Soils in this part of Texas are expansive when they get wet, which seals off most ground penetration after just an inch or two of rain. So the amount of run off is similar to paving after just a little rain. But I think the rice fields north of Katy played a huge role in holding back some of that water, far more than ground penetration.

AND STILL THE CHAMP.......
TS Claudette, back in 79, still holds the record.. It dumped 43" of rain in Brazoria county in 24 hours... I remeber you could launch a boat south of Angleton and run all the way to Alvin.... It was something to see for sure..
As bad as that was back then I can't imagine the degustation it would do now...
