If U do shoot him....Post pics with measurements....(that is if he is wider than 13in....hahaa).......That right base is pretty big......
A fella shot one on our lease that was very similar to this one..last season.....
He was kinda worried about it....Inside width was 14 3/8.....

I think he will make it as he is as wide as his body and that does not look so small. I will bet he is 14"-15". I hate using the ears as many older deer are 15-17" tip to tip. I would give him 132-135" at 3.5-4.5yo.

I thinking you will be alright. He's close and even if he's a little under 13 he's not the type of deer they are trying to protect with that rule.
