Sorry I missed this one. The tubing plates are 3/16"x3" flat strap. It just sits down in there and can slide wherever you want them.

Where can you have the 1/4" plate CNC cut? And if you don't mind me asking what is the ball park price to have it cut?

Most metal shops have one, or you can even try your local hs welding shop. Plan on paying about $200ish for that much 1/4" to get cut. Price depends on design time and how heavy the material is.
