    It's this easy. Odometer doesn't work and you fail inspection and pay fine.

    Of course you can cheat but it will be just like cheating on any other tax. Most people get mad and say they won't pay it but I bet they thought that about the last 100 new tax laws also.

        About 50% of States do not have inspections. Arkansas for example requires nada

                Car gps.

                Phone gps.

                Inspections. Even if your state doesn't do them they can implement a "once a year mileage check".

                If you have an old flip phone and old vehicle I'm sure the government would be happy to install an aftermarket tracker on that vehicle for a nominal fee.

                Honor system with regular audits.

                Just off the top of my head. They have teams of people a lot smarter than me just sitting around thinking up ways to screw us. I'm sure they'll get it lined out.

                    Or, as a politician of one of the non-inspection states looks at it, we get to add a tax to inspect your car because of the Federal government. We didn't want to do it, but we have no choice. It's what's best for you.

                        They will just require a gps system so they can simply download your mileage
                        It’s not that difficult for them to get the data they need. They will just download every Jan 1 and it will be in your tax return
                        When the govt wants your money they will figure out a way to get it

                            Those plugs for your OBDII port will likely be what the tracker will be that insurance companies currently use. Most likely some politician somewhere already is friends with the guy who owns the patent on these devices, and is actively lobbying his congressmen to pass it.

                                Require a flat tax based on average for the country, or require beginning and ending od readings on the annual tax forms. There are lots of ways they can gather it.
