doesn't necessarily mean they "looked away" from a crime. Intoxication levels are not an exact science. However, I won't argue that .15 probably should have been identifiable.

The war on drugs is a absolute joke.
For 40 yrs we been locking people up, and yes some did 20+ yrs for a joint.
In 40yrs we haven't checked drugs 1 iota!
Doing the same thing over and over, but expecting a different result, is the definition of insanity.
He's actually the only 1 making any sense, if your stance is that drugs are bad, and something needs to be done about it, because for 40 yrs, absolutely nothing has been done about it.

Their goal is to make sure it doesn't work. The problem is that they don't want to win the war, they want to keep funding it. If they win it, there's no more money to fund it and line their pockets with.
