Why “17”? There’s that number again....
Well most polls open at 7am. 7 to midnight is 17 hour right?

          17*17=289 now take 289/17=17

place 17 counters in 17 polling locations per county.

That said I think it should be machine counted paper ballots so you can go back and verify later by hand if needed. Require voter ID or drivers license in order to vote and in person voting only unless in the armed forces or very rare absentee voting circumstances but make it similar to what Texas already has in place.
Are you sure you're ok with that error rate? Only one of the contested states is outside of 1%. We need a foolproof system that is 100% accurate.

It is not a significant issue for a scanner to be built to tally the votes. It can even be a mechanical sorter. The problem occurs because at some point the information becomes electronic. At that point it can be manipulated.

It's easy enough to build an electronic voting machine that works. The difficulty comes in when trying to make it unhackable. Anything electronic is hackable.
