100% disabled do not pay property taxes in Texas. Less than 100% you get a partial reduction in assessment value for property tax purposes. According to the appellate transcript online, he's 100%.

I was working an off duty traffic job a couple of weeks ago where they are building an LNG plant. We try to slow the traffic down for the heavy trucks coming out and also block the traffic for sweepers to clear the gravel, rocks and other debris from the roadway three or four times a day. We run a patrol car with all lights flashing in the front and in the back of the sweepers.

We were escorting the sweepers (about a half mile run) when a guy about 21 years old not only went around the back patrol car which was trying to block the highway but also in a no passing zone. Oops… Then he got stuck between me and the sweeper. If he had just waited about 30 more seconds and the highway would’ve been clear.

Then he tried to pass me thinking it was now clear to go but I was U-turning left to completely block the highway to oncoming traffic so he swerved back to the right and had to go into the grass to keep from hitting me. Ooops again!

So he actually did the right thing and stopped where he was at and with my patrol unit still completely blocking the highway so the sweeper would not get run over, I got out and approached his car. He had the window down and both hands out the window which is OK but then I started thinking, did this guy just commit some crime which was why he was trying to get around us so fast and now looks like he is surrendering on a felony.

I guess I could’ve skipped all that and got to the good part…...

As I approached him I had my hand on my gun which I always do. Add to the fact that his crazy driving and his hands out the window made me even more cautious. As I started to talk he said, excuse me but you’re not allowed to touch your gun. I paused for a moment but I ignored him and asked if there was a reason he was passing police cars trying to block the road. His response...... sir you’re not allowed to touch your gun while you’re speaking with me... that’s not allowed.

I don’t know if he was trying to distract me or more than likely, he’s watched to many YouTube videos about his rights.

Fortunately for him I just had a few more words about his stupidity (although I did not use that term) because I had to get back and block traffic. I have not written a traffic citation in about 15 years but had I not been tied up on an assignment.…..

This probably wouldn't bother the ladies in my neighborhood. Now if someone mentioned he kicked a stray dog they'd be in his front yard with gas cans and torches.
