    It depends on the laws of that state but I don't know of any special powers of a sheriff except in TX only he can run a county jail and take bond for anything above a Class B misdemeanor. A sheriff can't show up at an accident scene and order a trooper or city officer to not arrest someone.

      I don't think it's true that they didn't want them to get there specifically... They saw an opportunity to arrest these people and took it imo.
