I'm just curious, because 99% of AKs that I have seen are semi-auto and require no Class III dealer because of that fact. I did not hear him mention Class III weapons or select-fire AK-47s.

Sorry, but you are incorrect. AK-47s are imported by various manufacturers as semi-automatic weapons. There are really not that many (by ratio) transferable select-fire AK-47s in the registry.
