    General rule is that food needs to be above 46 degrees for over 4hours to start the growth of bacteria. Lots of factors determine how quickly or slowly the growth starts after that period.

      In this case, it's the fish I would feed my inlaws (or sister).

        If they weren't bagged in a wet/warm environment I wouldn't really think twice about it. They were well above 46 degrees immediately when left out, so probably 11 hours or so.

                    11 hours on the counter at room temp starting around 50 degrees. I guess anything dies if you cook it long and hot enough but thats rollin dice imo.

                      Vacuum sealed it may be okay as no air would be getting to it to start the spoiling process.
                      Just cook it well. Hell, maybe invite the neighbors over!
