I've put it all back together and put the meat back in.

guess I should have taken pictures when it was off. It is a Kenmore elite upright deep freezer. has the control unit on the outside.

Light frosting on ALL the coils?

mostly the top, but it was minimal.

I replaced the parts and left the cover off and ran it awhile and the fins seemed to get to get iced/frosted more. So I turned it off and defrosted what was there and put the cover back on and loaded it back up with meat.

I’m betting only the top coils are frosting. If so you have sealed system problems.

is there outside indications to look for?

before I made changes it was about 14-15 degrees, not it is 22 or higher.
