TITLE 16 ECONOMIC REGULATION
PART 4 TEXAS DEPARTMENT OF LICENSING AND REGULATION
CHAPTER 76 WATER WELL DRILLERS AND WATER WELL PUMP INSTALLERS
RULE §76.100 Technical Requirements--Locations and Standards of Completion for Wells
Interesting thread. Not something I’ve ever given thought to. Not sure why property line or septic would come into play once you drill to your aquifer you and the neighbors are both pulling from the same, as far as septic I would think it would be filtered and dispersed once it reached the aquifer.
Look up TCEQ regulations with those questions and you'll find the answers, though a lot will depend if you live in the city or county and whether your city/county has implemented their codes.

100’ setback to septic disposal on wells that are not pressure sealed, up to 50’ for that that are sealed and can show prof of we’ll log. Every 2’ sealed, you can encroach up to 1’ on disposal. Septic tanks are 50’. 10’ property line buffers.
