If you are including it with the 2nd completed form I see no harm. Whoever opens it will probably toss that right in the trash though and possibly toss the completed form with it and then you will get a third request

Personally I would just send the form certified mail to have proof they got it. Could be USPS to blame and not Texas AG. I would give Texas benefit of the doubt over Feds in EVERY situation

Send it certified mail, and I would add to the note, that it would be the last time I send it. If they request it again, it will be considered harassment, and, after receiving it certified mail, they would have to supeona me to get it the third time. But, that's just me.....
