Yes, Windsurf Bay Park usually offers swimming to the community. The park is located at 5556 Locust Grove Road in Garland. At the time of this writing, the park is temporarily closed. But don’t strike it from your list of enjoyable swimming locations to enjoy in the future.

Swimming is an option at John Paul Jones Park in Garland, Texas. The park is located at 4099 Zion Road. The only downside is sometimes people are fishing in the area that is suitable for swimming. Other amenities at this location include grills, fishing piers, nearby restrooms, and picnic tables.

Ray Hubbard is the property of Dallas, the lake was created for potable water for Dallas. They call it a reservoir for that reason and not a lake. The word reservoir has a completely different meaning pertaining to a body of water. Hence the reason for no swimming rule, although not very enforceable.

Still curious to where you guys are coming up with this info. Plenty of parks that allow swimming at Lake Ray Hubbard.
