Get some heat on it that stays constant and it should break loose if it’s right where it comes into your home. It sounds like it is there since you have none inside. That’s exactly how ours were. No damage and we have water ever since. I had to unwrap one of our outside spigots to put water in the pool. It was frozen. I put my finger up inside the spigot as it has on of those adapters where water cannot backflow into the system. I moved my finger all over the gasket inside and it broke loose. Filled the pool and wrapped the pipes back up. Good Luck!

Keep it dripping/running slowly in the house and you should be good to go. Make sure the hot side is dripping too. I don't usually worry about showers but do all sinks and leave the cabinet doors open to get heat from the rooms.

i have had water throughout this mess. About an two hours ago I walk into my bedroom and hear water rushing in the wall. Ran outside and turned off our water supply. Now I have the carpet pulled back about 4ft and I have already cut out the wet foam. Sheetrock looks fine but I know the water went down the wall to the concrete. NOw to find a plumber with all of this mess going on. I heard my wife say that 4 other neighbors have busted pipes also.

This thread helped me out today when our plumbing froze up. We're on well water but the tip to check the valve led me to the short sections of exposed PVC pipes at the bottom of the concrete storage tank. One of the three lines there has the cutoff valve which was frozen up.
I covered the exposed pipes with a large plastic tote with a drop light inside, plugged the gaps at the ground with blankets/sleeping bags, added a wool blanket on top to help insulate and then added a tarp over the whole affair.
A few hours later we have running water...thanks for the wisdom and willingness to help others!
