it's a typical problem I see with the city going after the easy victories. Homeless camps under over passes can wait for another day... we need to make sure charity events have the proper licensing.
Up until I got the understanding that all the people entering the event would potentially be cited, I was willing to wear a citation from the city like a badge of honor. I am not going to put people from the community in that situation though.
Maybe you should so the commynity can see what type of local government they have and how they promote community building events.

With bureaucrats, it seems those who are smallest (not in stature) try to throw around the most weight.
Several years ago when opening a new business, an inspector 'red tagged' our disabled person drinking fountain and the mirror in the bathroom. (This was for a storage facility office with very little foot traffic.) We weren't required to have a drinking fountain, but he read the ADA regulations as saying a disabled person drinking fountain had to be xx inches lower than a regular one. So, he said we needed both if we had the ADA fountain.
We weren't required to have a mirror in the (employee's) bathroom. But he read the ADA regulations as requiring a mirror be xx inches from the floor (which would have been below the sink!).
So, we removed the mirror and drinking fountain. Got our C.O.. Reinstalled the mirror and drinking fountain.
the reporter is a huge supporter of TOKC, and was pretty upset we got the negative attention. We're going to roll on with it, I was just more upset about these local governments putting focus on an event like this, when we have homeless camps in the undeveloped portions of this area in Corpus.
A buddy of mine owns a business out here in Flour Bluff that's been around for 30 years, and frequently finds drug paraphernalia on the sidewalks around his store. seems like a dirty needle would be more of a public nuisance, but who knows.

It wouldn't matter if it were free (which it is free). I said we wouldn't charge, and the officer said it was irrelevant. It was an issue of salsa "being available" to the public.
How do all of the barbecue/chili/any food cookoffs do it? Those are open to the public, and short of signing some basic documents about where the ingredients came from, nobody is licensed...
It all sounds to me like and individual trying to make a name for himself and move up the ladder. I would sure try to make this a huge event this year regarding foot traffic and I would let as many people know via social media the hurdles you are being presented. This really makes no sense to me at all.
I know for a fact that during the small 5K runs, Color runs and the like in our area that my wife helps with, those volunteers that are serving fruit, water, juices and the like do not have food handler's permits. Sounds like where you are located, that would all be required? This is just nuts.
Cancel it, make sure it is known that the reason it’s canceled is due to the health code people making it next to impossible for the event to continue. This will bring very negative attention to them, especially with it already being announced, the news story on it, and it’s history.
