Won't happen if you don't have access to the owner that is previously listed with the state) It's not "a process" and it's certainly nothing like a car. TPWD does there own thing. I've been down this road more than once.
Cut your losses and find somebody that wants the trailer or the motor and will dispose of the boat.
I have been down that road before, your choices are to get ahold of the original owner to help get the title transferred or if you look around in your office you will probably find a bill of sale to you from the original owner.
It sounds like the seller was moving and needed to clear off the property and stuck you with his junk, I am sure he was already aware of the missing title which is why he never did anything with the boat. You will have the same issue registering the trailer, the days of registering a trailer as homemade are gone at least in my county. Good luck

I guess things have changed since you tried. It can be done they post it on their site for public viewing to give the owner they have on record a chance to claim it. see list posted on their site.
Thats why its best to do the search on their site of the tag numbers to see if you can go talk to the owner or write them a letter. I do this all the time when I see boats on Craigs list easy way to tell if they guy selling really has a title or can get one.
See that easy found one for 500 with red flag seller in add says name is Scott. Using the tool on the site searched the hull tag and find owner on rec is named Payten. Also big flag tags out since 07 well and the cheap price.
