To me, that's a lot like cops saying your truck got robbed because you had valuables in it. Nobody ever "invites" theft. The thief is still wrong, whether you left it running or not, and you're still out whatever your loss was, but the high-speed chase didn't ensue because you left your truck unlocked or running, it happened because some POS didn't want to answer for breaking the law.
Why do you lock the door to your home? To make it more difficult for the bad guys, right? Why hide valuables in your car? So the bad guy will move past it and hit some other poor schmuck who didn't. It's called target hardening. Not saying the crook is innocent, but people should take more personal responsibility to take care of their belongings against theft and damage.
