I had a leak in my front yard last month. Turned on the sprinkler and fell asleep, forgot all about it until the next morning. My water bill went from avg $85 to $140, I used 15k gallons.

PSA: If anyone ever wants to check and see if there is a leak (or unknown flow, like the OP's running toilet), here's how: turn off all water faucets, open up meter lid and look on the face of the dial to find a little black triangular-shaped symbol, and see if it's turning. It should not be turning with all sources of water use turned off. It will move with the slightest amount of water flow.

You can successfully contest a water leak. My parents had one of those timers on their spigot that leaked into a soaker hose for 3 months, and my dad got COA to refund the costs.

As a general rule most water companies will credit your bill if the leak is reasonably undetectable such as under a house or underground.

Running toilets or leaking hydrants normally do not fall into this category but I suppose it depends on how much you complain and who you are dealing with on the phone.

I have a buddy that had same situation. Unfortunately he never could convince them the change the bill and he ended up just dropping it. Good luck!

We had a leak last year. Our bill usually runs about $50. Got a call that our bill was going to be $500 and that they are pretty sure we have a leak on our side of the meter somewhere. Got a plumber out to our house that day, and sure enough, the main was busted underground about a FOOT on our side of the meter. Plumber fixed that and put a pressure regulator on the line (we had really high water pressure, which probably caused the break). Called the utility company, they sent someone out to look at the fix and they credited our bill back to the normal amount.
