It's a comparatively easy hunt. More stand and waterhole hunting. No draw, it's expensive due to the guaranteed landowner tags

"•We enforce the wounded animal policy. If you draw blood, it’s yours. Remember to practice."
We all know stuff happens. But at the end of the day you want the animal in the truck. If you wound a bull and it runs off and dies and then you kill another bull. It doesn't take long for quality opportunities to diminish considerably. I have seen the rule enforced at Folsom as well.

I know hunting was extremely tough on some of the neighboring ranches this past Sept. They just didn't see many elk....and when they did they were in a big herd and didn't stick around for long.
To the OP....can your Dad climb a tree stand without issues? Muzzleloader will be a very difficult tag to draw so I would say an archery waterhole/tree stand hunt would be his best bet. Milligan Brand outfitters offers these and I know that some TBH guys go there every year and have success.
