Is there any way to prove that it was the neighbors? Could it be that someone trespassed on their land and cut your fence? I only ask because something like that happened where I work. In our case no one was ever caught. Hope you have better luck.

Put a bad patch job over it with a very concealed camera. I would bet they remove it again. I would also think they might look for tracks coming off your property in the cut sections.

Or, option B, drive a backhoe through the hole to their side and dig a 10' deep hole and cover it with branches and a skim coat of dirt to trap them while they drive by.

I think it will be hard to prove anything without witnesses (including cameras) or a confession.
