The rule as understand it is don't block any roadway or gate. You might ask during the orientation to be sure but there are no laws I know of that prevent anyone from parking on the roadside.
Last year we were told Hagerman Staff that there would be consequences for not parking in designated areas.

Just got this Email from Gail at Hagerman.
Okay, last email - Since the shop area is under construction and it is suppose to rain, registration and the orientation will be inside the Visitor Center in our education room - park at the Visitor Center. After you put your stand up, come back to the Visitor Center and the sign in/sign out sheets will be in entrance foyer. They will remain there for the rest of the weekend.
