I dont know how the engine seized...then you got it unseized.
But, if you did have it running since then and now it will not start assuming it has a spark you do want to check fuel flow, screen on the exhaust(may be clogged).
Pull muffler off and look at piston and cylinder for scratches (if you see a scratch feel it with a tooth pick) if you can feel it then its bad news.
Is there a vent device on the fuel cap? sometimes they fall apart and clog the vent hole and filter.

I was suspecting that the compression may possibly be low from it. Just a guess.

I would try pulling the air filter and spraying starting fluid and see if it starts.

Starting fluid will cut the lubricity of the oil in the gas. Better to use a small squirt of WD40 which won't cause more damage to piston/cylinder.

Check the fuel line in the tank.

When I got it 'unseized', I was afraid the piston/cylinder was scratched. But when it started I thought all was good.
I've tried starting fluid, gas in spark plug opening, etc.
If the piston/cylinder is scratched, is the machine pretty much toast?

An echo dealer can put a new engine on it for less than an new one most likely.
                  I put quite a few on Stihl's

Check your fuel lines, change fuel filter. I would double oil for the first tank if you get it running

Exhaust. Cleaned mine out and it ran like a top.

I could not keep mine running with the 32-1 premix. I switched to the 50-1 and no problems. May want to try the leaner mix to see if you get ignition.

Pour a capful of oil/ gas mix in the spark plug hole put the plug back in, make sure it's in choke position . It should start and run choked . I'm leaning towards a carb problem . If it starts and runs at all I would take carb apart . Soak it in cleaner and replace the diaphragms.( in a carb kit) . Good luck and remember periodically to start and run your gasoline engines for a few minutes . It don't matter what brand you own , this is a good practice .

He said that he replaced the carb and still no start.

Take the plug out and hold your thumb over the hole while you pull the starter to test compression. . If you can keep your thumb on the hole its no bueno
