Your average is way better than mine. I average city/highway 12. I have 52,000 miles on mine. I don't want to void the warranty but dang it sucks.
I have 295/70/17 tires, factory rims and a full replacement ranch hand.
Our local diesel shop recommended Efi live as well. I talked to a guy this week that used efi live and said his transmission went out after 1 week of use.

For what it's worth (probably nothing) I have heard that people have a hard time getting the same numbers out of the newer body style due to aerodynamics.

My 2012 dually 4x4 with 5" turbo back straight pipe with nox, dpf, egr deleted and running a h&s mini max with custom tunes from dave @ draconian diesel will get 17 to 18 all day long if I drive normal and don't hot rod it and towing heavy it gets around 13.5 mpg. The new dually my wife has with the def fluid averages 16 to 17 stock.

The smarty is a lot cheaper than the h&s but will not work right on some later 2012 dodges.

I have a 2015 cummins and was getting 21mpg on hwy until I put 35's on it....now getting 16mpg and also looking for a tuner/programmer. Any other suggestions. ..good thread.

Do you have aftermarket wheels or tires? I get around 20 on the highway and 12 in town, bone stock.

Regular, 13mpg in the oilfield, cow field, pulling and running all day.
10 mpg pulling heavy load.

09 2500 6.7 6 speed fully deleted. Just rolled over 140K. H&S xrt pro, leveling kit, 35s, s&b intake, H&S intake manifold/boost tube, Valair dual disk, ccv deleted. Getting high teens around town, low 20s highway.
