I think but not sure and don't care to research it.
but If it's not motorized it won't have a title.

It will be the biggest pain in the neck you could imagine. Done it once, never again. I honestly wouldn't take a free one without a title ... Still ain't worth the headache

I bought a 2 man bass boat out of Oklahoma last year without a title and got it titled and stickered. The guy had bought the boat new and only used it in his farm pond. I had him write a letter explaining that he just never registered the boat and they let it slide. I was lucky. If you live in a small town then go talk to the courthouse and ask what you would need to get the title if you find one. It is still risky! I was fortunate enough to be friends with the tax lady and called her on a Saturday to find out what we could get away with before I purchased it.

This! If the boat has no TX numbers then it has never been titled. The process is very easy to get one if it hasn't been titled in the past. All you need is a bill of sale. Took about an hour one afternoon to get our 16 footer a title. It was gifted and was no big deal.

That's about how much it costs us I believe. Wasn't too difficult, just a little paperwork.

It is a PAIN. I succeeded in getting mine titled after weeks of jumping through hoops.

But a good buddy of mine got his seized by the GameWarden despite having a signed bill of sale from the Galveston County Sheriff that he purchased it from.

                    I've done it.

at a deep discount, I'll take it and deal with the hassle.

I believe the boat is easier to do than the motor.

                            This!

Done 3 different boats this way in the last 3-4 years. If there is a hull number/serial number (on motor), check and see if it has been registered/titled. If it has, run away fast! If it isn't in the system, its as simple as having a game warden inspection, pay your fees and get a title. Best deal I've got so far was a 14' john boat with a 9.9 HP Johnson, trailer, trolling motor and 4 basically brand new seats/bases/poles for $300. No paperwork on any of it but it had never been registered. It's was a simple process to get it all done. At the same time I called about a 15 HP a guy was selling and found out it was stolen from a guy at work (checked the serial number). Needless to say the guy at work was happy to get his motor back and the seller wasn't too happy about LEO's showing up at 2 am!

already said, not worth it. I recently had a title transfer to me, it was from my dad and has passed some time ago. I nearly gave up, took me 2 months and a lot of leg work
