Not sure how you would legally bone out a deer prior to entering Arkansas (legally). But- in Arkansas once you check a deer, you can final process the meat no matter your location. Checking is either online, by smartphone, or by telephone.

If you took the deer to a processor here and just had them bone it out, maybe?

The "For Medicinal Purposes" one strikes me as odd. Reported "shot" on a neighbors place and the game warden can come into your home. Sounds like the dude had a rep in the neighborhood and mr green jeans stopped by and busted him. No 4th amendment for you buddy!!

I guess you'd have to do it with your knife on the state line and make sure no bones crossed into AR or deboned meat into TX.
