    I would say it is legal because in the summer you can keep skulls when your shed hunting so I dont see a difference.

                About 3-4 years ago last day of the season I found a buck skeleton a really nice 9 pt with 19" spread I had shot at during bow season found it in valley with a rock overhang covering it didn't have a ounce of meat on it I called the game warden he said its yours thanks for calling.I even told him I shot it and did not recover it but he has been by the lease a couple of times and everything has always been in order correct tags logs and such.

                      The head was still attached to the neck and part of the rib cage so I just left it all at the gate in one piece.

                        Forgot to mention this was not the old big bodied buck I thought it might be. I'm not good at judging age by the teeth but this one looked to be around 2 or 3.
