decent but yet good bipod for ar-15?

Do you have a shelf to rest the bipod on in the blind? How high are your windows?
6" is about the shortest bipod that I know of and by the time you attach it, the bore will be 8-9" above the shelf.
All that being said, on a budget the Caldwell XLA bipods are pretty comparable to the Harris.

If you want a bipod, the Harris is as cheap as I would go. It is a quality unit. Do yourself a favor, and buy the Alpha Bravo extension arm for the swivel. You will be glad you did. Harris should include this, it makes thr bipod much more functional.

For shooting out of a blind window, you don't want a bipod. Too narrow of a ledge, and you can't turn if your target moves. Get a window rest, and be done with it:
The grip pod is a neat concept, but it is a flimsy piece of junk. I had one fail, just fooling around with it and shooting off of a picnic table. It went to the garbage.
I have tried a couple of other cheap bipods, and they are mediocre at best. The Caldwell bipods are affordable, but not very stable. I have one that I use just to hold my rifles upright when I'm cleaning or working on it.
