I was thinking you can just weld fill it, then file it down.....what does the lifter(what's left of it) look like?

No problem at all, just tie it to your trotline and it will work perfectly as a weight.

Ok, someone educate me on this - thinking it's from an engine, but not sure. What the heck is it? I'm no engine mechanic at all, minor stuff, sure, but interior things, no go for me.

its a cam shaft, and he either has a stuck valve or a stuck lifter.

It is the camshaft out of my 09 ram 5.7 hemi. The roller lifter locked up and then it worn down down the lobe on my cam

I will bet you have a bent lifter also.
